Carter Ohlmann
Director Ohlmann was appointed to the Board in 2022 and then elected in 2024. He holds a BS degree in Applied Math from UC San Diego, an MS degree in Architecture from Cal Poly SLO, an MS degree in Mechanical and Environmental Engineering from UC Santa Barbara, and a PhD in Oceanography from UC Santa Barbara.
Dr. Ohlmann has held academic positions as a Research Oceanographer at Scripps Institution of Oceanography and UC Santa Barbara, where his work focused on coastal ocean processes and water quality. His research has supported agencies including the City of Los Angeles, Orange County, and Montecito Sanitary District, with an emphasis on understanding the fate and transport of discharged effluent in the coastal ocean. This work fostered a strong interest in the operation and governance of sanitary districts, ultimately leading to his Board service.
Director Ohlmann brings extensive scientific, engineering, and analytical expertise to the District. He also serves on the Spring Creek Ranch Improvement Service District Board that oversees the operation of water and sewer infrastructure in Jackson, Wyoming.
