Formerly known as the Sewer Availability Letter, as well as the Certification Letter, this letter is for all projects that go through Santa Barbara County Planning & Development as well as the County Building Department. All projects in the County Planning phase must obtain a letter to move foward with their County Planning Permit. All projects in the County Building Department must obtain Agency Approval to obtain a County Building Permit. 
The purpose of the Sewer Service Letter is to provide the County and Agent/Owner with the potential requirements and conditions that a development project must satisfy in order to receive an approval from the Montecito Sanitary District (MSD).  All development projects within MSD boundaries must undergo a thorough review to ensure the integrity of the sanitary sewer system.  If a project is deemed to be a Property Improvement as defined in MSD Ordinance 12, it will require approval by MSD, payment of an appropriate Connection Fee, and issuance of a Connection Permit before the County Planning & Development Department may issue the Building Permit.  Any connected parcel that has building or facility remodeling, improvements, tear-down and rebuild, construction, expansion or new facility, or changes in customer classification is defined as a Property Improvement.  Any improvement resulting in additional bedrooms or bathrooms, or an increase in building area of more than 350 square feet shall require a connection permit at a pro-rata connection fee.
